New Energy Upgrade Programme in Western Macedonia
Following the publication of the official Implementation Guide for the “Installation of Heat Pumps for Heating and Cooling in Western Macedonia” Action, the key eligibility requirements, eligible interventions and application process have now been established.
The Action is implemented under the Just Transition Development Programme 2021–2027, with the aim of replacing existing heating systems with modern heat pump systems and improving the energy performance of residential properties in Western Macedonia. The Programme also provides the opportunity to implement complementary energy efficiency measures.
What Does the Programme Fund?
The primary and mandatory intervention under the Action is the installation of a heat pump for heating and cooling, replacing an eligible existing heating system.
As part of the heating system upgrade, the Programme also provides for the installation of automatic heating system controls, as well as auxiliary heat pump systems for the provision of Domestic Hot Water (DHW), subject to the requirements of the Programme.
In addition, provided that the relevant eligibility requirements are met, the following interventions may also be implemented:
- Thermal insulation of the residence
- Photovoltaic self-consumption system, with the option to install an energy storage system
The replacement of the existing heating system can therefore be combined with additional interventions, contributing to a more comprehensive energy upgrade of the residence.
Funding of Up to 100%
The Programme provides grant rates of up to 100%, depending on the beneficiary’s income category and the type of eligible intervention.
Funding rates vary according to the intervention category, while the official Guide sets out in detail the applicable income criteria, maximum eligible expenditure limits and relevant requirements.

Who Can Participate?
The Action is addressed to individuals holding the required property right in an eligible residence, in accordance with the terms of the Programme.
Among other requirements, the residence must:
- be a detached house or an individual apartment
- be used as a primary residence
- have an eligible existing heating system to be replaced
- meet all other eligibility requirements set out in the official Guide
Subject to the applicable requirements, the residence may be owner-occupied, rented or provided for use free of charge. Properties used for short-term rentals are not eligible.
When Can Applications Be Submitted?
Applications must be submitted exclusively online through the Action’s official web portal.
The application period runs from 28 September to 30 November 2026. All required supporting documents must be submitted electronically together with the application, in accordance with the procedure described in the official Implementation Guide.
Early preparation is important, as the eligibility of both the residence and the existing heating system must be assessed, together with the interventions that may qualify for funding under the Programme.
